Yes, there are security cameras that can pan over an area, zoom in or out, and otherwise keep objects of interest in the frame, at least to a limited degree. They can be remotely operated by someone from another location, no need for a viewfinder on the camera itself. That’s not exactly 21st-century technology there.

As for the quality of the video, remember that this is a signal being sent from a quarter of a million miles away, shot with a camera that was optimized for weight and durability, using a relatively small antenna, combined with audio, telemetry, and other data. No, the quality isn’t going to be that great.
